Case Overview
On June 11, 2025, Central Washington University student Victor Unger emailed the Financial Aid Office to express his frustration with the denial of student loans. The email read in part, “The incompetence in your department is unbelievable. I will be there at 3:30pm today, have the whole staff gather for a meeting so I can take care of your job for you, and teach the rest how simple the job is.” On June 25, Student Rights & Responsibilities Coordinator Veronica Pettigrew found Unger responsible for Disruptive/Obstructive Conduct and Personal Offenses claiming he “unreasonably hindered the daily administrative operations of the Financial Aid Office” and “incited staff members … to be fearful for their safety[.] ” On July 14, FIREwrote CWU, explaining that because Unger’s email constituted neither a true threat nor substantial disruption, the university must clear Unger’s record of this matter and rescind any disciplinary sanctions.
